how is it you can have a "welcome back" campaign that is aiming to capture new subscribers while four of the worlds are full??

Short answer, you can't.

SE is not trying to get new players, it's trying to tempt old ones back by showing them how much the game as improved since release, SE will not seek out new players untill 2.0 is released & this years E3.

Yes, they quit which means there characters are inactive and got transfered to the default server so character creation shouldn't be a problem since they already have chars.
