I'm no IT expert and I might be talking nonsense, but I'd say your CPU with just 12MB of cache is a pretty big bottleneck for a MMORPG. Not to mention your RAM running at, I believe, the lowest DDR4 speeds. That's two bottlenecks right there.

I wondered what a 4090 is doing in such a system tbh.

BTT: After maintenance still the same issues as before. Frames drop to low 50's with CPU and GPU not nearly being capped.
