It's mostly fine and I'm getting around 165 FPS but in specific areas the FPS just TANKS and hardware monitors report no bottleneck.

I'm no IT expert and I might be talking nonsense, but I'd say your CPU with just 12MB of cache is a pretty big bottleneck for a MMORPG. Not to mention your RAM running at, I believe, the lowest DDR4 speeds. That's two bottlenecks right there.
