    Yes. I would put in the same effort and so would many other people.

    Currently, there is no reason to do ranked, so why bother. In the past, limited rewards only served to turn people away because they didn't believe they could get it in time due to skill or simply time issues that particular season, so why bother.

    If it was added as a permanent addition to ranked its a goal that is always there to achieve when people are ready to step up to the challenge, just like every other hard achievement in the game. It would incentivize more people to continue to try, to improve, and ultimately make the scene healthier. Just like how Field Commander set encourages people to fill Seal Rock and actually try. Sometimes taking years to get it.

    Would everyone be happy? No. People complain about things being added to PvP period regardless of how easy it is to get. People complain about Savage rewards despite them being permanent additions that are basically free in about a year's time. But nothing that is as substantial as glamours/mounts should be completely impossible to get forever.
