In exchange you get the massive XP buff. You want the buff, you go where you go.
The problem is the fact that the game so overwhelmingly biased CT with every single benefit possible that it actually deprives the roulette of people to pop the other raids then people get sick of CT and deprive the queue further of people who would pop the higher raids and creates a self fulfilling cycle

I’ve waited near 2 hours for ivalice during NA peak time, outside of peak you may as well not even try, I’ve waited for nier for over 8 hours off peak. A roulette shouldn’t only sorta work in peak times
There is legit problems with the roulette
No one plays the game to fill queues though. The game should be fun to play and ideally players should be able to participate in content that they enjoy even if they're also trying to get XP. It's not a bad thing that people want choice in how they level. That is just how things should be and I don't understand why people want to argue against a good thing. Also remember that roulettes do give you choice because there is more than one roulette. If filling queues was all that mattered there would only be one roulette and you'd not actually have any choice. It's not like it can't be done since mentor roulette is that roulette. More roulette options is consistent with how the game works already. Your personal reasons for playing are not relevant for the purpose of Roulette. It literally exists to encourage more people to do the content to help new players have enough bodies to progress their game. That's it, full stop. The fat XP bonus is there for your inconvenience.No one plays the game to fill queues though. Multiple types of roulettes exist because different types of content with (typically) very different expectations and technical requirements exist. IE if there was only 1 roulette, 4 man dungeons would constantly run and you'd never get 24 people to do raids.
They fixed the cheese and people are still not happy. it's a 24 man raid and belongs with other duties of it's kind. It doesn't need a separate roulette and certainly doesn't belong in Main. Main scenario is for 4 people and has been adjusted accordingly with user feedback.

Playing devils advocate, IF they were going to do anything, I'd say rework the CT series into a set of 3 trust-able dungeons. Why they're fun. There is nothing wrong with them. You get them more because more people are at that level. They are certainly quicker than some of the other raids and should stay just where they are. If anything they could split the roulettes into two with 50/60/70 duties and then 80/90 and soon to be 100 level duties.
Giving people another opportunity to earn experience isn't a bad thing.
