If anything your post illustrated that there is bloat because you listed several action buttons that you "shouldn't have on your bars".
So why is 24 actions the magical “bloat number”, 24 is perfectly bindable without much effort on both controller systems and other buttons you can conditionally add add flavour, do you really just want to be doing your single target rotation with falloff in AOE

I’ll also not I never said “don’t put these actions on your hotbar” I said “they shouldn’t take up a primary spot and can be moved to sub hotbars for when they are useful, it’s why we have 12 hotbars on every class

24 actions being super bloated makes me feel like you are more struggling to prioritise and bind actions in an efficient way than actual button bloat

Something like SCH that actually sits at 35+ with zero redundant actions is a different story
