You can fit 4 weaponskills in per window plus the 400 shield.
For the sake of ease of translation, 400 potency from a tank is approximately 8% of their maximum HP, and while Infuriate / Primal rend are guaranteed criticals, the individual procs themselves are independently capable of critting as well.
And for the sake of fairness, you will likely only fit 3 weaponskills in most cases when accounting for latency and skillspeed differences, or simply using before a tankbuster and being potentially at max HP, though given Holmgang's low cooldown, most of the actual dangerous tankbusters are handled by Holmgang.
Anyone who says BW isn't strong is frankly wrong, intentionally or not. It is the strongest short cooldown and it isn't even close, with only a few cases where one of the others might, might be able to claim that in that one specific area, they are better.

Warrior can equilbrium and match Holy Shelltron's healing for "Untargetable" phases. Hope you saved up enough Oath gauge since you can't generate any.
And regarding the screenshot, I'm neither BIS on warrior nor am I in an echoed instance with a party bonus.

Coming in DT, Bloodwhetting will get an additional effect of regen with a potency of 200 lasting for 15s.

Most times without Thrill I see around 35-45k ish....sometimes it crits and I get a 60-70k equal.
So that's bloodwhetting....4 GCD's....now equilibrium. So that's 71,126HP left to go....til full health.
Maybe you should do your experiment during burst. I'll give you that. Since most fights the burst and tank busters kinda of line up...but lately haven't this last tier.
Let's see those numbers. Get a Primal Rend in there.
And for the record....I hold my Divine Veil for Limit Cut in P9s and P12s pt.1. I use Clemency on my pt members that are hurting during limit cut.
P12s pt.1 prior to limit cut is a large raid wide...so we are full HP going into limit cut...so no I don't use any oath....in fact I don't use ANY oath after para the 2nd tank buster. Just here and there...but I get all the oath back in like 24 sec...so I know where I can use so I have 100 going into limit cut...if I need it...
But I can use it if I want to....that's the beauty of it.

I frankly don't understand your complaint here. If you don't think Bloodwhetting provides good healing, then Holy Shelltron provides even less, and Blade Combo should be viewed far worse as it's equivalent, or worse.
If you bring up divine Veil, Shake it Off is just the better version of it.
Regarding my "experiment", you aren't going to find any holes to poke.
100 tank potency is approximately equal to 2% max hp. We've known this since the media tour for Endwalker. This number hasn't changed. If you're finding discrepancies between my screenshot and your personal anecdotes, it's almost like our characters are in different environments and gear differences that affect the raw number but not the relative strength.
I'm not going to do your homework for you.
25% without crits, that's an entire TBN worth of healing. *When there's no crits.* So that's the *minimum*. However, it's not 25% of your health, because they're healing for over 43k lol (In a non raid setting at that). You don't have over 200k hp. But let' signore that, you also get 2x10% mit and a fat shield, and you don't get the downside of TBN that makes you lose damage when you spam it.
Nascent is a beast on it's own entirely. If i drop a TBN on a friendly i won't have it for myself, but War gets to double dip.

So tell me again how it's the INSTA OVER POWERED tank class that can go from 1 - 100% in the blink of an eye and it needs nerfed.
