Why did players start congregating in the Limsa Aetheryte Plaza? There's nothing special there to attract them and yet it became a popular spot.

Foot traffic is what made it popular. The more random players you encounter, the greater the chance of stopping to have a random conversation. The more that stop to chat, the more likely others will do the same.

Any entrance to instanced housing would likewise be dependent on foot traffic before it became a spot to congregate. That's why most wards are dead now. There's no foot traffic most of the time.

Certainly it's not going to be any worse than things already are in the wards.
