That doesn't sound incomplete, that just sounds like what they always appear to do when they're creating characters outside of the races currently existing in the game. The race isn't in there yet so they've put the shape of it onto a different model, like Yugiri was introduced with a Miqo'te model but still had a visible Auri tail.

I'm also not sure why you're calling it a "R.I.G" when it's just a rig.
