It was never dev intention for things to be this way in the first place. This is entirely on the people who have chosen to play FFXIV. The devs didn't create the 18+ communities, the devs didn't create 18+ mods. The devs didn't create the RP community that everyone wants to come to. The playerbase did all of that. They picked a game that does allow minors to play it and then want to alienate them. To further extend my point, there are some FFXIV Wikis that have an 18+ policy for joining their discord. Just for a simple Wiki resource.
