They have non-Garlean ancestors, but they're never treated as anything but Garlean. Presumably, it's far enough back in the family tree that nobody really bothers to acknowledge it.

EE2 outright states Ramza's mom is Hyur:

the proud Garlean of mixed blood - his mother was Hyuran

Jenomis also has a third-eye but neither of his kids do.


Back on topic, while the lore seems to be softening on unions between the different races and you see more couples together in holiday events and in the background, there's not really much of a point to implement that from a gameplay perspective and the characters who are half-one thing and half-another are treated as being particularly unique and special and that is a part of their core identity.

That said, I'm surprised that the devs didn't give us a fake Garlean third eye head equipment piece or glamour item. I wouldn't use it but I'm sure a lot of people would.
