I actually have a viable solution for this. if you make the gear that drops 5 levels below crafted gear, you meet the requirments for ex and fight 1 in the savage tier (ex 635)

the free gear from Tataru's minions in Sharlaya is 560, the moonward tome gear available at the time was 570, classical available in 6.05 was 580, radiant when it came out was 590 and augmented radiant was 600.

so basically you want to get rid of crafters if you think regular dungeons should drop 635 gear
