Players on this forum know that I have posted about someone on my server using blockades to the detriment of the person living above them, literally into their plot though. I'm not unsympathetic to a degree to your plight- but I'd like to propose a solution that will benefit everyone in the spirit of the holidays. If you had the gil to simply leave, would you do so? Would another small do or will you only move for a medium?

I thought about that as well, simply handing them the gil to move with the best of intentions, and what if they stayed, and the issue dragged on? I can really only hope that for the sake of their reputation, and a want of some peace, they would honor their word and use the gil as intended.
I personally don't understand the situation. I log into this game to find a little quiet enjoyment in an otherwise hectic life. I could not fathom wanting to stay in a situation that makes me unhappy, when within the game at least, your world is under your control for the most part. Will there always be someone who goes out of their way to make others miserable? Absolutely, and that's not limited to just online experiences of course. Will people always get along with everyone? Of course not. Will people always agree with the tastes of others? Oh hell no, but this situation here is 100% resolvable.
The FC and the ward as a whole can place Anjou on ignore and stop paying attention to the negativity and more importantly, feeding it, or Anjou can leave the ward and hopefully go somewhere she/he/they finds aesthetically more pleasing, because lets be real, Anjou is not going to back down from this. Something, or someone has to give for this to stop.
As much as I disagree with Impia on a lot of other topics, I agree with them in this case
Do not reward Anjou for their behavior please, they will do this somewhere else, people like that are just here to ruin it for everyone and will find another excuse to do the same in a different place, maybe it'll be a tree this time that's in their view, or a deck that they wont be happy with, they will find something I promise you.
The entire ward should just ignore them at this point, but do not reward them please, people like that should be ignored, not encouraged with what is basically free gil.

I visited the ward again earlier in the week. The change is very noticeable. This is the view from the rock in OP's screenshot that is not even part of their plot.
You're not going to see that level of support for someone if they're the problem instead of the target of harassment.
Here is the best view I could get from the OP's actual plot while standing on the ground. Just about anywhere else and the fence along with their other outdoor decorations almost completely block the view of anything outside of their plot.
Considering OP is looking for a view of the ocean and Lighthouse, and they prefer to leave their plot to get it, all they need to do is go up the stairs next to their plot then a short distance up the path to the nearby hot springs. There's a small greenspace with another rock to sit on that offers this view:
They don't have to look at the house of the FC they're complaining about and they have a clear view of the Lighthouse.
It's also rather strange that other members of Anjou's FC haven't appeared to offer their version of events despite members of other FCs in the ward sharing what they've experienced.

There are many places to go where you can sit and enjoy a lovely view of the lighthouse.. right next to the spot where his house sits is a great little place:

Some of her guestbook entries in other FC houses were just as rude. One where they said they didn't like the gingerbread house but at least it didn't have towers.
I don't agree with this. It's very, very easy for communities to gang up on what they perceive to be an amusing, easy and/ or "acceptable" target if they're so inclined. Never underestimate the power of cliques and playground mentalities, they can and do form pretty much everywhere.
Which isn't to say OP has handled this well at all or hasn't instigated the backlash for the most part, but I'm hesitant to heap all of the blame on them for reacting to what was an obvious goad. No one sticks up HoH towers around their plot like that unless they're getting some kind of kick out of being as obnoxious and obstructive as possible to their neighbours - especially if they've gone to the trouble of floating them - and I'm not taking it at face value that they're "lovely" when people like that frequently make a habit of riling other people up then feigning ignorance when other parties get involved. I'm not excusing the tantrums, but I get the frustration and it feels like an "ESH" moment here over one side being solely at fault.
I disagree. There are so many great builds that can use HoH towers. Why limit people's creativity? Fortresses, castles, or maybe a free company wants to set up a climbing competition. No one has the right to tell anyone how they decorate their yard besides SE. Let people go wild and use their imaginations. I visited several houses in the neighborhood. It was lively, active, and the people were friendly. I doubt they're going out of their way to be yelled at, slapped, and harassed by their neighbor. I wouldn't say there's a whole lot of creativity going on in the picture the OP offered, it looks like smacking down as many as they can like people do Namazu Effigies to be as loud as possible.
Other people don't have any power to stop them, no, but there's also nothing to prevent them from complaining about it or the basic reality that it makes you look like an ass for doing so.
You've literally already conceded it's poor behaviour in your first post here, so go argue with your reflection if you're spoiling for yet another pointless fight.
