Nothing wrong with being able to visit friends in other regions, or participate in activities on other data centers without having to make an entirely new character with entirely new progression. That is the main reason anyone would actually want DC travel.
It is just the minority going to Aether "because it's a raid data center" that thus causes the majority to notice a dip in activity and feel pressured to go there as well and tell their friends they need to as well. But that is an easy fix if they prevent public High-End PFs being joined by travelers.

And this.it's a single test server for stress testing. it doesn't really test cross region wise if anything you can easily go to a JP DC and play there. Just because people are gathered together testing doesn't mean they want cross region and the JP players has adamantly expressed they don't want cross region for years and Yoshi is probably going to keep it that way.
