They really need to fix this. I'm not sure how, maybe make all Alliance raid unlocks required to complete the MSQ? Or make it so the higher your level, the less likely you are to pull CT.
At least you managed to resolve the situation on your own. You are light years ahead of most of the "people" that post here.
