Honestly, not only does making every GCD heal damage neutral produce an absolutely absurd amount of healing for free, it also makes it such that you effectively have no decision to make at all.

If you're told that walking down one path leads to 100 dollars and the other path leads to 10 dollars, you'd definitely go for the former path since you benefit more. But if you see 7 paths in front of you and you're told that every path leads to 10 dollars, why even have a choice?

That's why I said before that full damage neutrality leads to a dead end in design. By making everything of equal value, you effectively lose the ability to make a choice because the choice has already been made for you, you will get the 10 dollars and you will be happy with it, you no longer have the option to go for the 100 dollars.
