Apartments have an item limitation that can be restrictive. I did decorate an apartment before getting any of my houses, and creating a second floor is costly on your item space, especially if you're making custom stairs instead of using the generic 1-item piece stairs in-game.
That's not to say that I'd want them to forcibly add a second floor to apartments or smalls though. You can't remove or edit stairs that are actually a part of the house. Just give us more item space instead.

Yes the second floor is costly, you can have that, or a densely packed single room. Thats the trade off. Even with a item increase (which im happy for) thats still going to be the case to a degree.Apartments have an item limitation that can be restrictive. I just noticed also that the Outdoor design doesn't match the inside in term of space.
For exemple, you have those Forge's Wall (as an outdoor design for Large House at least) that have the right side of the house completely gone and replaced with outdoor furniture.
But when you enter this house the right side is completely normal.
One thing that should make more sense and also more immersion is to revamp completely the interior when you change the outside. This way, we will have way more unique design for each type of house because the original Layout isn't the same for everyone

The limitations are the game engine and the decorations available to use. The more decorations someone can use, the more freedom they have for placement, and the more room they can build into really elevates designs in this game. There is a reason a lot of the best designs are in larges using less space total than a small. I am using about 70%-ish of my medium's main floor for all 300 decorations. Apartments have the worst decoration-to-space ratio by a long shot.
They actually have the best when you consider all the available space. You're not doing that. You're limiting yourself to a small portion of the overall space available to you.
It's not a decoration to space ratio issue. It's an item limit issue. And Solowing is still correct about limitation breeds creativity. But creativity can come thru removal of limitations just as it can come from the limitations. Creativity doesn't have a single source.
Best is also subjective. Many of those builds that some players consider best I don't see in the same way because they're immersion breaking when you enter. They don't look like they fit within the game's world.
Regardless, the housing system still needs an overhaul. It's behind what other games offered years ago. Hopefully the Housing Mirage will be a step in the right direction.
