Maybe I can clarify. If ALL your jobs are level 90, then you will need the minimum ilvl required to do level 90 for the Aglaia raid.

If you are doing the Alliance Roulette with a level 70 job, you will only need your ilvl to be the minimum for the Stormblood raids (Return to Ivalice). If you don't have Ivalice unlocked, it will do the other two (CT and the Sky Pirate ones). You can do the Alliance Roulette with whatever job and level you want. It will just make you equip your best gear for your job's current level.
I think you've missed the point of their post.

They don't want to buy gear just to enter an roulette that will only have them enter content that requires gear of a much lower level.

And I can understand that. It greatly removes the value of the rewards of the MSQ and class quests afterwards if they already have something more powerful. Yes, they have the coin option instead, but I always like it more when I can increase my gear stats than when I choose the coin option.

I wish they had tied it to MSQ progression rather than level. Because you can't enter an expansion's alliance raid without completing it's MSQ first. Or locking to iLvl for highest one done - the roulette system can obviously check for that given Expert queue. The player who only has CT unlocked will always only generate CT raids regardless of what their gear's iLvl is. So no point forcing that player to get wear higher iLvl gear.

Show me in the patch notes where it said you need to be level 90 to do the Alliance roulette at all. That's not what it said.

If you're a level 50 job, you gotta have level 50 gear on to do the roulette.
If you're a level 60 job, you gotta have level 60 gear on to do the roulette.
If you're a level 70 job, you gotta have level 70 gear on to do the roulette.
If you're a level 80 job, you gotta have level 80 gear on to do the roulette.
If you're a level 90 job, you gotta have level 90 gear on to do the roulette.

Square Enix did not make it so you NEED to be level 90 to do the Alliance Roulette at all. That would be asinine.

The problem is people cheese the roulette to make sure they only get CT, which is not fair to the people who don't want to do CT all the time. So you have to make it ilvl and not something else. Yes, if someone only ever has CT unlocked, even at level 90, then it's gonna be CT. But the point is that people can't cheese it anymore, or forget to change their gear and make everyone else suffer because of it.

And again, it's based on the *bare minimum* ilvl required to do the first alliance raid at whatever level your job currently is. Which, if you are doing the MSQ, you are at when you finish the MSQ for that expansion. So no, you don't have to buy gear. No one is going to be level 90 with only level 60 gear and their level 60 gear is their best gear.
