As everyone mentioned, it's to circumvent the ilv cheese that's been going on for a while, now players are forced to essentially queue for all alliance raids up to Aglaia when queueing for alliance roulette.
But they went with a weird solution that essentially locks new players out of said roulette since most will be Lv 90 by the time they hit the end of HW.




I don't think it was a weird solution. It was the solution that any player really knowledgeable about how the game works would come up with. It just didn't take into account overleveling to that degree.
However, OP could simply buy high item level gear from the market board, not queue for it or as I suggested before, switch to a job that isn't max level.
Not true unless they have done an awful lot of side content such as roulettes and taken their time with MSQ meanwhile. You don't overlevel that much if you avoid side content and roulettes and sometimes even run into the problem of not being high enough.most will be Lv 90 by the time they hit the end of HW.
In other news, there is no technical debt from 1.0.

It's still highly unlikely that that happens, considering I was one a road to 70 buff server when I started and was maybe I want to say around level 65-68 at the end of HW. If you're already at 90 by then then you should really just play another job, it's what I did when i realised how over-levelled I was and realised I preferred the job I had picked up anyway


With the iLvl requirement change to the Alliance Roulette, this made them set the iLvl requirement to the first available Alliance raid of a level range. For Lvl 90, that's Aglaia and its iLvl 565 entry requirement. The only exception being the Lvl 50 range, which has the iLvl set to the entry requirement of Syrcus Tower.
The only players hitting Lvl 90 by the end of HW, are the ones with the Road to 80 buff, or the ones running daily roulettes on the job that they do the MSQ with.
Personal experience from leveling an EU alt this expansion, was hitting Lvl 90 by the time I reached the lvl 88 MSQ. This was without the Road to 80, and a minimal amount of daily roulettes.
