The new tactical hood cannot be worn by hrothgar. This is annoying as it's a new item and they should add functionality from the start.

If a piece of headgear shows the character model's hairstyles then they will not work on Viera and Hrothgar. There's a firm and hard rule at this point. I don't have high hopes for 7.0 but if they fix this problem it will be resolved by adding in "hat hair" models that currently don't exist. This is why any gear that replaces your head model or sits on top of the head works while any gear that requires a "hat hair" model does not work.

Considering we're progressively getting the default hairstyles, which should be complete by ~7.3 or so, I'd say there's hope Hroth and Viera could wear all hats like everyone else by 8.0

It's a big assumption, but I always thought that by Dawntrail's launch hroths and vieras would be able to wear all the hairstyles. Since they'll have to redo the textures it makes sense to just finish the job there. We'll know when the benchmark comes but that's still a ways off.
