Does your PC detect it as xinput? I had a similar issue with my 8BitDo pro2 controller, until I managed to fix it in xinput mode. You can check what is it detected as with this link https://hardwaretester.com/gamepad

After doing that, however, I had to calibrate the controller in FFXIV settings and haven't had issues since.
