This is not the issue, two level 50 gatherers who both hit the sweet spot every time but one is in EU and one it JP will not stay synced up if they start at the same time.

As the post above said the JP player will finish up before the EU player, normally by 2-3 attempts.

Shrug it off all you want but people who actually gather a lot have probably noticed this.
I have gathered a lot and they do stay synced up, in the way this works it comes down to the player's speed.
