He's not the director/creative director/battle designer/content designer etc....he's the PRODUCER of that game, he doesn't have to actually involve himself so much in the actual development of the game. A producer for the most part just makes sure schedules or deadlines are met and do marketing and tours promoting the game. Sometimes they deal with the contracts or communication with outside help or in some of 16s case other business units and platinum games. Its like FF7 remake Nomura wasn't really promoting the game he kind of stuck to the shadows made the odd public statement which got posted on twitter but it was Kitase doing all the marketing, interviews and promo and he was the producer. It's no different here, the other aspect you have to consider is the team has worked with him for 10 years...yeah some new faces come in and some old leave but its a tight ship, they probably know their vision/direction and can follow it even when it has to do for example the run up for 16s promo. Theres a lot of factors here, I'm not saying the guy is flawless but things like this irk me because you don't seem to know how the industry works.
