While idk that I agree with OP's idea, y'all seem to be missing what he's saying...
Spell/skill speed thresholds will be adjusted to account for less available of each.
The stats are just gone from gear, meaning other stats will come take their place. The gear doesn't suddenly have an empty secondary slot.
This theoretically is the same as it is now - you meld to the speed you want, only speed materia gives more oomph to make up for being materia only. This doesn't suddenly make other materia worthless - you're getting more of those secondary stats from the vacant spots on gear and as normal you're still melding speed to comfort/target GCD... unless you're a spell speed BLM... haha fire 4 go brrrrr. (This is with my leylines active)
Edit: Hmm, my image isn't uploading? Forum posting on mobile is cursed. 2.11 sec cast, 1.88 GCD fire 4 for my BLM.

It would be much more common since you wouldn't have different pieces to cover sks.
Also, gear would be even more boring than it is now. Why bother even getting raid gear if tome has the same stats, no need to mix.
CMV, materia should be removed from the game.
This is one of the reasons I wasn't sure I agreed with OP's idea.

They wouldn't have the same stats. Here's an example of it happening in the current system without either piece having any SKS/SPS:
Fending legs are the same with the raid legs having Crit/Det and the tome legs having Det/Ten. Removing SKS/SPS from gear's direct substats wouldn't cause BiS to be completely tome gear or completely raid gear. It would still be a mix of both.
Exactly. Not changing the SKS/SPS tiers while removing a source of SKS/SPS would be completely unreasonable. Either the SKS/SPS materia would be worth more per materia, or the stat tiers themselves would be adjusted, I think the later option would be the better one. Then any SKS/SPS removed from gear would be replaced with a different stat. To use the raid ring example from my OP, it could get swapped to Crit/Ten instead of being Crit/SKS. This ring would then be worth using for a 2.50 tank as the extra strength stats would be worth the unoptimal substats. Also, I'd imagine this would be less boring for gearing than double tome ring is as you're not locked out of certain gear pieces if you want to keep a slow GCD speed.Spell/skill speed thresholds will be adjusted to account for less available of each. There are more than 2 substats available to DPS, they can still be split across the gear.

For tanks maybe, because of tenacity. Dps it wouldn't matter as much. It's already differences of like 1% dps.

But no substats for dps are avoided, other than sks/sps to requirement. Hence any gear would be usable and would make little to no difference in performance.

I think the better solution is to either remove rings being unique so you could have two augmented tome rings or two raid rings in the event one has skill/spell speed, which conflicts with your build. Or simply make it so that rings never have S.Speed like how they've changed the weapons to always be Crit/Direct Hit.
This fixes the issue we're having now where tanks are using a i650 ring. Healers still have that problem but that's due to Piety being a near useless stat. It needs to have a damage calculation like Tenacity or, preferably, both stats are reworked so tanks and healers don't avoid them like the damn plague. It's a bit silly how last tier it was actually better to run pentmelded i620 pants than use the i640 Abyssos ones all because the latter had Piety.
