The amount of non raiders that tried to step into HW raiding got burnt yes, but thats on them as the idea of raid prep and getting better with your class and synergising with other players was something people never thought to do.
Ah yes, the HW raids that even the developers admitted they overtuned, but it was the players' fault for not being good enough.
