Here you go. This was mentioned in page 3 already. There's actually plenty of (very funny) in-game Lalafell comedy that revolves around their size (being too small they're preyed on by monsters, so small they fit in a travel bag or cooking pot, being compared to potatoes, being catapulted onto treetops, general slapstick) but so far zero about them being childlike or babies - that is not lore accurate and only seems to come from very annoying people.
It doesn't get clearer than this: it could be a funny joke if Lalafell players were not discriminated in-game when attempting to present as adults. Yet they are, so it's just punching down and perpetuating a harmful stereotype.

It was.
Find us a joke about adult Lalafells being treated as babies in-game prior to this, then we can talk about lore accuracy. It's exactly what it says on the text you posted: a Lalafell can be of virtually any age and non-Lalafells will have trouble telling. What's lore accurate about them having "child-like countenance" (which is at most neoteny) isn't that Lalafells must be children: it just means non-Lalafells have the potential to be terrible people about it.
