They didn't have to take out all of his pervyness. Many meme on Haurchefant for being forgettable. While others when they got to the post Vault cutscene who weren't meming and were genuinely confused would ask others why did they tear up at that scene? It's like how for many they didn't feel anything when Papalymo made his sacrifice all due to them not having started in Gridania. Same thing with Thancred and Y'shtola.

Edit: They could have given us his less pervy self, but still gave us the energetic animations. The guy barely moves in the English version while in all the other ones you can tell he graduated top of his class at "Ascians school for acting". The animation differences for parts of the game is probably one of the few things that annoy me.

Also, let's not forget that while some found him "pervy", others found him eccentric. I just chalk it up to another case of "localizers" acting as a purity test and going "no, no no. This goes against sensibilities. We gotta change it!". Though considering the IP, the whole thing feels silly since there have been characters like Haurchefant in other FF games so it does stink we got such a flat character compared to the JP version. I just find the censorship strange, It would be like playing a Hyperdimension Neptuina game and going "Wow, this game is made for pervs! Look at all the anime bs!".

They don't do it because they want to. Often they're told to by their editors/publishers. Some stuff might be really weird in the original text but either a) the origin culture is more accepting of such a tone than the target language's culture(s), or b) the topic or the behaviour is seen as problematic by the target language's readers. Alternatively, it's possible they view Haurchefant's behaviour as teetering between "pervy" and "eccentric", so it's still considered off-putting by some in Japanese, whereas the effect here would be a bit more inflammatory.

There's a big push nowadays to keep things politically correct and neutral. Japan hasn't gone through the same, thus they'd view some stuff differently. Writers can get away with some behaviours more easily than they would in Western countries. Unfortunately, translators are sometimes told to be mindful of that and be as neutral as possible to avoid issues with the product's reception.
