Can something be done about alliance raids?

Alliance Roulette is one of the good job levelling roulettes, it gives decent EXP, so players are likely to run it on their lower level jobs. Nearly every time I've ended up in a CT raid and bothered to check the other players, even if there's someone suddenly gaining more max HP... there's almost always a player who is legitimately under level 60. That means the CT raid would have been seeded anyway.

Sorry but this part is just daft. If someone ques with sub lvl60 class to AR roullette then they can not get anything but CT.
