Id argue he is one of the best characters
Sometimes less is more. He had a Motivation, and we didnt need to be spoon fed some dramatic Justification for it, I didnt need to be convinced of anything or take his side, he was simple and straight forword, and I personally loved that.
He didnt care about Politics, he just wanted a good fight, and the 2 of us (Zenos and the WoL) were the only ones that could provide that for eachother.

The only character in this game that Id argue has been a waste, is Papalymo

The only thing I really hate Zenos for was killing off Varis, therefore robbing the last chance for the Garlean faction to have any real agency or proper development in the story instead of being entirely off-screened. After all, the only reason the Ascian arc was rescued in the end was because the writing staff created Emet-Selch and retconned Solus into being one of his personas to advance the Ascian plot. Beyond that, I consider Zenos a necessary force to the story, Fandaniel is probably way more at fault for what ultimately happened to Garlemald right afterwards.

I will take back those words if we actually get to go to Corvos and get a proper resolution with the remaining Garleans there, but it's looking more doubtful as time goes on.
