After hearing from my friends housing woes in addition to my own I thought come here in the microscopic hope a dev will see this.
It would require a massive overhaul of the ward and plot and system. However given a enough time players can prepare.

Having both instance homes and wards would appease different player bases. My thoughts are as follows:

All players receive upon completing ARR an upgradeable private instanced plot (IP) in Mist, Lavender Beds or Goblet (allow for choice).
Players must procure upgrade materials and pay (gil) a labour's fee.
IP's residential district can changed for a fee (gil, token, tombstones, GC seals, etc)
Upon completing Heavensward and Stormblood players will an opportunity to move their IP to Emperyeum or Shirogane for free.
All public ward plots are upgradeable and pricing will reflect plots location only (This would be a huge overhaul for the Dev Team)
Should a player bid and win a public ward private plot (PWPP) they forfeit their IP.
Increase public ward plot prices and make all public ward plots upgradeable by upgrade materials and labour's fee.
FC houses must have a "Deed" or "Revised Deed". FC owners must gain 5 signatures on the "Deed" to place a bid on a plot
FC houses can be upgraded by upgrade materials, labour's fee and "Revised Deed", where additional signatures are needed (2 for a medium and 3 for a large; total 13 signatures)
Upgrade materials will be different depending on plot locations: IP or PWPP or FC.
Pricing will be reflected on the material. (Instance being inexpensive, PWPP being middling and FC plot being expensive)
Players will be able to Teleport to players on their Friendslist and/or Party regardless being instance or public ward plots

I probably missed something. Before anyone starts bombarding me with heat and questions I'm going to explain a few things mainly the option to upgrade the houses' size. This allow everyone to start on equal footing and gives everyone a chance to upgrade to their desired home. The FC Deeds: so I came up with the idea in the hopes of discouraging bot-plot-squatters (which I know realistically is unlikely). The forfeit of IP upon winning PWPP: just no to having 2 private homes
