It's the total lack of any clear suggestion as to the "how" that's bugging me.

Even him just making some vague statement as to what's going to make that possible is how you build suspense/intrigue. Having a simple declaration of intent alone doesn't really excite me.

Not going to lie I think in true Golbez fashion, that basically Golbez being FF4 Golbez and he is being manipulated by the big bad of 7.0.

I still think Zero might be evil and manipulating us as well and is 7.0's Big bad hiding in plain sight.

IV was the first Final Fantasy I played through and I didn't even make that connection. Good catch. Though to be fair it has been a few dozen years.

I would say it doesn't appear to be intentional. At least not yet.
