Do you think maybe reworking the zone into a duty would help any? Something like a 4 man minimum, 8 max? That way it would be easier to level sync everyone, though I don't know if they could have multiple teams in the area at the same time.

I don't know, I don't have a best solution really because SE designed themselves into this mess. I do like your idea, but part of that problem is it takes people away from the large group play that Eureka especially excels at.
The easiest I think would just be for them to at least reduce the exp gap, but then I know I can just go round up a million of something at that level and they'd get a massive amount of exp. At least with a type of Level Sync I'd be at some risk too and I'd have to manage my Element properly. We really just need a Global Party Sync system that doesn't rely on FATEs or Duties. Where no matter the zone, I can join a friend's party at a specific level anywhere and they can sync us all down. WoW has the right idea there.
Hypothetically, and this is a weird solution - But they could add a lot more synced FATEs for the NM Prep as they currently are, then the NMs could be Critical Engagements off of those FATEs. But that also kinda takes away from prep being pretty dynamic and not always in the same specific spot. That would also reduce the threat of roaming mobs, which I think is part of the fun. lol

Maybe they could make it more like Bozja with a flat level for everyone and the elemental levels are the "mettle". Bozja's ranks and mettles are not synonymous to Eureka's elemental level. In Eureka, level difference is one of the factor that determines the amount you deal and take damage. Flat level everyone, then you'll neutralize every older eurekan player's 'efforts' they put into the content to this point, because now they will have to work harder again to spawn the lower end NMs whereas currently any of them can single handedly prep one even without elemental bonus gears.
