Tbh I'm a little worried that they seem to rather not make head items at all than making something Hroths and Viera can wear.... though I may just be reading too much into it.

I can't think of an example that isn't this one case, tbh? All the Endwalker tomestone and raid gear either work directly on Viera/Hroth or have headgear that works on all the other races. Same with all the Endwalker event gear and Mogstation glamours. Imo this outfit is meant to go with the big collection of helmets that already exist, which sure, aren't bunny/catman compatible, but there's no shortage of options for those who can wear them.

If I was seeing a pattern I would be the first to point it out, but when it comes to Heavensturn it just seems like we have a massive pile of helmets already and they probably just decided to provide an outfit to match them.

I'm hoping they drop the helmets permanently. Start giving us other stuff for a change from now on. Mounts, minions, emotes, etc. The helmets are ugly and overplayed for the event.

I'm hoping that's the case as well. I guess the helmets are kinda funny, but not something most XIV players seem inclined to wear as a serious glamour. They don't even have the lasting meme power of the mascot sets which are also definitely not meant for serious glamou, but are significantly funnier than the funniest Heavensturn helm. Hopefully we continue getting different rewards after this glam set.
