    Took about 5 sec to find out that these shell fcs have been created at 03.08.2022 and 04.08.2022 so this did not came out of the initial opening of Ishgard housing.

    Because you're statement is completely false : "FCs haven't been able to purchase plots beyond ward 9 for months now" - flat out, completely wrong. The new EU servers were released as 12 personal 12 FC, and are still that way. It has NOT been months, FCs can still buy on EU servers wards 1-12.
