There is already open world gathering, FATEs, hunt trains, and, of course, the main story line.

You're saying that open world wouldn't have as much flexibility, so it's clear you're thinking of spaghetti bullshit everyone else does when they make excuses for the lack of fun, when you're just making assumptions on why Duties are more flexible.
This specific Duty (Diadem) was created much like those for Bozja and Eureka. A fixed world whose shape and size was determined back in Heavensward. Why create something new when you can use what is already there? The instance, the art, the entire 'space' has been rededicated for another purpose.

It's reverse armchair dev when we know those systems already exist in a pocket, the pocket is just too strict.
Technically speaking, each area of the "open world" is also a dedicated instance, complete with its own things to do.

Stop simping and start asking questions.
Do you get your kicks from statements like this? Were you traumatized while running through Eureka as a young Lalafell? Do you gather in Diadem, or are you just adding your two cents in this conversation? Are you a real human being, or an AI built by someone who is disenchanted with the responses one gets on Reddit? Why do you play this game? What sort of things do you actually like about this game?

Those kinds of questions?
