They could, but the main point of open world is a space for all to engage in activities. Never mind the fact that adventurers would need something to do, we're talking about constantly running 8 instances of this place per DC versus maybe 1 or 2 these days.
Fine, I am being harsh - But you deserve it, people like you keep spamming everyone about how amazing the game is and how you all enjoy not having content. It's always the same people that are probably fine with just their ERP and nothing else.
I've been subbed since 1.0 - I just want more shit to do instead of people telling me to go do POTD for the 9,000th time. Would be nice to actually go do stuff in open world instead of half-ass designed FATEs and insta-kill murder trains.

You can't tell me with a straight face that world FATEs and Trains are content, you can fool a new player with that line sure, but come on. lol
I did the decade old side-content, I just want them properly repurposed and more open instead of letting both our open world and instanced duties die out. Maybe even add some additional challenges to the hallways we call 'dungeons'. Everything we have is a one and done, and they can be finished in a weekend.

Those are arbitrary limitations, though.Open world wouldn't have the same flexibility that the duty version offers. Aside from opening up to the whole DC, you also have things like the duty action and limit bar which just wouldn't exist in an open world setting. It allows gatherers to level up without being fully progressed on main story.
The game could as easily allow for zone actions, as seen in other MMOs, or allow for a duty action specific to a given FATE.
There's no need, likewise, to limit Limit Break to any condition other than having a party.
I honestly just think the people making the decisions didn't think about people wanting to gather while waiting on their DPS queue for a roulette when they repurposed the Diadem. Seems like in hindsight it should have been just made as a new zone like any other that you do in the MSQ that lets you queue for whatever. Hell if the extra action button is hard, just give all gatherers that button as an actual ability you unlock in the diadem quest and have the bar and ability disabled except when in that specific zone or something, idk.

It's because Diadem was the first attempt at an area like Eureka or Bozja. The problem with Diadem was that it required either an FC ship voyage or to have a full party of 8. It wouldn't let you into it without 7 others, so a lot of people couldn't even get in. It also provided you with convoluted rules like "you can't go back in for 2 hours", which made it seem too complicated to bother with, so I personally avoided it for a long time. The first time I went there with an FC I found it extremely boring and left. Without a reason to be there such as a quest or a relic weapon it felt like "this looks nice, but why am I here".
It was a gathering area, but there were enemies that could attack so it was very dangerous and back then we didn't have Sneak.
You could get really good weapons from it, but the stats were RNG so you could be farming endlessly hoping for a better weapon, but it might end up being worse. There was similar RNG in Eureka Pyros, but it was a little better and now they have just moved away from it completely because it doesn't respect people's time. I just wasn't motivated to fight RNG like that especially when it was a difficult area to enter.
But now you know. Back then, we couldn't visit other worlds, so to get people across worlds we had to queue into a duty together. We didn't actually even have cross-world party finder until the end of Heavensward.
I don't know why they have such little interest in making content open world, but my best guess is it's for two reasons. They want to draw on people from different worlds and bring them together so that the content is less dead. They also want to limit how many people can be in any one of them so it doesn't overflow like hunts and fates like Chi do. Eureka, Bozja, dungeons, trials, alliance raids and pvp all have a limit on how many people can be there.
In other news, there is no technical debt from 1.0.

Yes first an foremost Diadem is repurposed old content.
Why is diadem a duty can't be answered if you look at the content now, but you have to go back to HW when the Diadem first launched. It was battle content like Eureka and Bozja with some gathering. It was a mess and had to be rebuild twice!
The duty was there first. The content came second.
So while stuff would maybe work on open world maps as well it does not matter. They had the duty and it had to be filled with something to do.
One thing to do which people don't think about anymore was the tournament. Open world zones have a limit of what? 300 people? So yes they could open more instances of open world maps but again: The Diadem was already there and had to be repurposed. And with an instanced duty they would not run out of space for people who wanted to participate.
It’s a good thing not to answer your enemies. I scarcely ever do. Perhaps Emily is more like me than I am like myself. Perhaps she would rather not answer her friends, even. She keeps it all in her heart.
It is old content with limited application in today's game. I don't think we'll see them do much with this. Sure, it has value in leveling up some classes via Ishgardian Restoration, but they are numerous way to level DoH/L classes outside of Ishgardian Restoration as well.
I'm one of the few that's actually stayed on the original point, even in responding to your tangent. The only point you prove is you're talking out of your arse.
There's nothing wrong with Diadem as it is right now and there's no value in them converting it yet again into something else. Pull up a playlist or podcast or audiobook and do some gathering. If you're in there, you need to spend a good chunk of time anyway. You have over 2 dozen other places to gather or do whatever while you queue. They're not moving an entire zone to a different structure just because you want one more place to do something while on queue.
