It's not a tangent unless you suffer from smol brain. Open world is solo content, solo content feels bad so they amp it up in duties. Why can't they do the same for open world to liven it up a bit.

You're saying that open world wouldn't have as much flexibility, so it's clear you're thinking of spaghetti bullshit everyone else does when they make excuses for the lack of fun, when you're just making assumptions on why Duties are more flexible. It's reverse armchair dev when we know those systems already exist in a pocket, the pocket is just too strict.
