How is me leaving to take a 30min penalty, with my spot being backfilled almost instantly, being worse than people unequipping all their gear to FORCE said series? I decided to take that penalty and do something else for 30min rather than deal with something I don't care for.

Your question regarding casinos is so off the mark it doesn't even land in the same universe. But to answer your question, I go to casinos with a set amount of money I'm willing to LOSE, and nothing more. Just like quitting the CT raids - losing getting tomestones for 30min - I'm losing something I'm willing to lose. If I win(ie get a raid not CT), then sweet. If I lose(ie get CT), then okay, that wasn't something that was meant for that time.

For what you say about the EXP, they could always work it so that the roulette rewards higher EXP for the time investment. Thus, cutting the EXP it gives for CT due to how short of a time you spend in there, versus something like Puppet's Bunker or Aglia where you tend to spend 1.5-2x the amount of time in there.
