You wouldn't even need to worry about that. TCJ's timer will start cooling upon activation, not only after Suiton has faded, regardless of whether its button is later replaced by Meisui.

That said, locking Meisui behind TCJ may not be ideal for QoL, especially in the open world or dungeon-running.
