Other tab targeting systems often have more sophisticated scripting that allows it not to be instantly jumbled up by targets switching positions left-right very briefly. XIV's doesn't, or at least not in so nearly polished a way, which it largely why it ends up notoriously bad for, say, melee moving about for positionals and/or during PvP.
Its cycling is neither quite intuitive, as it's not quite always a strafing or angular movement from the prior target, nor quite reliable.
Is that going to be an issue for a caster in PvE 95% of the time? No. But that's a millimeter high bar.
Now, if someone's annoyed that it isn't targeting the nearest enemy each time... that's why there's a separate "Target Nearest Enemy" button that we can keybind as we please. (Middle mouse, in my case, and more often used than Cycle Target when playing melee or in PvP.)

That's kind of the problem. I have to use a macro or else it'll decide to cycle through people far in the back instead of those close to me.
In WoW, pressing Tab will target the nearest player and then cycle through those closest to farthest. Not pressing Tab for a few seconds will reset it back to the closest next time you press it.

Tab targeting in PVP in this game is horrid if you've been able to set your own keybinds - that allows someone to quickly select and more importantly change from a number of targets without any strange target cycling being imposed. That's fine for PVE, but not for PVP.
Ok cool, but what if the guy in front of me is a PLD I should ignore and I'm better off killing the melee hopping around and going all around me? Because sure, I can cycle... through the entire peanut gallery behind him just to get to him. And reliably hitting him with my mouse is a challenge on its own because the guy's just hopping around. Especially in team fights where it's a hectic as all hell mosh pit.
