Better would be to have both kinds of faerie actions always available regardless of which faerie you actually have summoned, and just make the animation for each action cause the fairy to twirl around and transform into the appropriate aspect, without having to explicitly summon the opposite aspect and without actually changing the pet instance. Just the model and animation.
I'd still like for SCH's gameplay aspect to be choosing a fairy and adapting to situations with that fairy. Not only was Selene having a DPS option an issue like you said, but the rest of her kit would be otherwise useless in endgame today. Silence is covered by p.ranged/tanks and Esuna barely sees use. Having both fairies' abilities on the hotbar might also see some issues with button bloat.

I think Selene should get relevant utility/mitigation tools that don't effect DPS. Maybe buff a target with Eye for an Eye, or have a small shield, or buff magic defense, or maybe even Expedient which would've been perfect for Selene. Eos could get pure healing tools, such as her staple regen, a heal GCD potency buff, Fey Blessing as it is now, or maybe AoE Excog from pvp. I think something like this, paired with an oGCD that swaps Eos/Selene on a longish cooldown, would see more use from both of them and reinforce SCH's identity as the pet healer.
