If they don't want to raise healing requirement or make interesting healing (understandably so), then make downtime kits interesting.
Because, once again, IT IS A FIRST DUNGEON.

The first dungeon is ALWAYS like that in any MMO.

Stop basing the entirety of healing on the very first dungeon that you enter.
