It's impossible to see how many people are active in LOTRO, to be fair.

After the game hits 1,500 active players (I think it is 1,500?), it generates a new layer, so the 'online count' will show just a few dozen to a couple of hundred people online.

Last night, the EU server I am on had about 1,000 active at 11pm. Then i was shunted off into a different layer when I entered Bree and it went down to 27. Signed out, and back up to 900.
