The DF window shown during the live letter did not list an iLvl requirement for the savage version, only for the normal version. You might've gotten confused with iLvl sync number, which is i635 for both Criterion modes.

It's really not that clear just how difficult Criterion Normal/Criterion Savage actually are.

Official translation of Live Letter LXXI had Yoshi-P state that Normal difficulty is similar to Extreme, while Savage difficulty is similar to Savage raid difficulty.

Official translation of Live Letter LXXII doesn't mention anything about difficulty.
Unofficial translation has Yoshi-P commenting on how Normal mode bosses will "feel like Savage floor 1.5, floor 3 and floor 4", which sounds quite a bit different from being similar to Extreme. He also commented on how Savage is aimed at the players who are going to clear Abyssos early on, "so they can challenge it with their good gear"

Meanwhile the stream showed a requirement of i610 to even queue up for Normal, which is the same requirement as P7S/P8S. No requirement for Savage, although both modes have their iLvl sync set to 635.
