JP, EU, NA raiders, all of them use ACT/Fflogs, SE aren't going to go through hell to ban everyone remotely involved with Savage raiders, content would die in a matter of months.

People getting banned using Twitch are from pretentious white knight players like yourself reporting them for using ACT, resulting them to hide it on their stream to silence those annoyances, either way SE can't really stop it overall. Come back in 5 years and the results will still remain the same, getting really tired of purist players. Classic MMORPGs older than WOW have used parsers, WOW used parsers.

Edit: A better answer, you are not clearing early weeks of Savages if you're out right refusing parsers, or rolling low performance. In other words solid raid groups will not take you, merely just say no soon you request, solid raid groups back ground check everyone.
