So if that's what people actually want, they could prevent a lot of arguments (e.g. "FFXIV already has instanced housing") by rephrasing their request for what it really is: an unlimited number of houses. If they then want to argue that FFXIV can deliver unlimited numbers of houses using instancing, that's a sub-argument.
This. It makes me really nervous when people keep asking for this because what they're asking for is my absolute nightmare. Losing neighborhoods would be awful as a designer.

The thing that makes me nervous about it is that devs have yielded to really dumb ideas in the past that people were constantly screaming about in the past. When housing was just walking up and buying it, people were screaming that devs need to do something about house flippers because obviously that's the reason they don't have a house instead of them being to lazy to get up at 3AM once a year and run to the plot they want when maintenance is over. Or camp the aetherite to see if a house opened up. So, to combat house flippers, the devs implemented the random timers which lead to plaquard clicking for days on end where nobody was happy and the house flippers just added bots to do the clicking. Then everyone screamed they wanted a housing lottery because that would fix all their problems. Now you have to have 12 x 50 million Gil to get even a fraction of a chance to get the house and all the FC wards are bought up by flippers still. People on this forum just need to be quiet because they have terrible ideas when it comes to "fixing the housing shortage"
