I feel your pain. I main dragoon and it sucks having literally no way to lock anyone down and them just literally walking away from my damage

You need to focus down people who are already wounded or are being attacked by your party.

I main dragoon and it is fine where it is, it's likely the most balanced job in PvP. It doesn't need more tools or any sort of CC at all.
