Well then, at least historically, Japan was never racist or xenophobic.
From what I've read, the Japanese effort to conquer Asia during WW2 wasn't rooted in a hatred of foreigners, but rather in the idea that the Japanese as a people were superior, and therefor they had a duty to lead the other people of Asia to peace and prosperity.
Tell that to the family's of the victims of Unit 731 a bioweapons science team that committed the most horrendous acts of lethal human torture and chemical experimentations ever documented
