It's not that hard to comprehend. Scylla is a mage too, and someone had to be used for the ranged DPS outfit. Amon definitely seems the better choice for a bard costume.
Additionally, Scylla uses a staff and Amon doesn't have a weapon, so again she is visually the better choice for mage gear.
It's not locked because Amon's gear should be locked to aiming, but because (in the current state of the game)) aiming gear has to be locked to aiming.
Afaik the Scouting/Striking set is not from a boss. Aiming could have pulled something like that as well... Or they could have made Casting having the original Amon's set and Aiming a recolor of it, leaving the healer to use Scylla.It's not that hard to comprehend. Honestly, I don't think Scylla is a better choice than Amon, given the latter uses iconic Black Mage named spells and his silhouette (and overall theme) gives a lot of Kefka vibes, which is a mage character, so agree to disagree on that point.
While I understand the sentiment for certain sets, I'm generally glad that they have restrictions on glam. The last thing I want to see is casters walking around in heavy armor. It would look dumb.
I have bad news for you... There's already dozens of options, from actual Caster/Healer sets to All Class glamours that looks like heavy armor... Full plate even, in some cases.
Have you ever considered that people who play mage roles usually - don't - like to glamour heavy armor?

I mistook it, in fact is the Fending set that is not from anything from Syrcus Tower and apparently is loosely themed after the boss of another raid.
