If you think balancing around a 5v5 escort the objective style map and using it exactly the same in a 24v24v24 scenario is fine, you couldn't be more wrong.

For example take smite, it's balanced around ranked 5v5 and even the other 5v5 modes have different metas and some characters who are mediocre in ranked are op in the some other mode because of their kit, in case of ff14 bahamut is prob the best example, it's not that bad in CC but it's insanely good in frontline because of how the matchup works and how you can stack multiples, or the cover exploit from paladin in onsai right now.

Looking it from a developer's standpoint, creating separate kits simply make no sense, especially not if the budget on pvp is still limited.

The problems you are describing are very real, I am not saying they are not. However they are taking measures trying to make the 5v5 kit work in 24v24v24 by adding the various damage and resistence modifiers. The results vary, some got shafted too hard and some got way too much of a bonus from this.

Regarding the Bahamut example - it is bound to happen that different gamemodes will benefit certain classes / characters more depending on the game and kit. Of course Bahamut is going to be more lethal if you can drop multiple in a location with a huge radius - on the flipside, this is also what makes Frontlines what it is, a largescale fight, for better or worse.

Things that I would address would be the frequency of LB between combat engagements, as passive LB generation is part of the bigger issue why Paladins can cycle LBs on Onsal Hakair without ever having to go crazy on enemies to charge their LB. Same applies to the Bahamut bombing situation, or WHM laser shows or you name it really.

TL;DR: The fundamental issue is passive LB generation and them having to figure out the right tweaking of damage numbers for largescale fights, not the kits themselves. The one thing that DOES need rather immediate fixing though is the interaction of touching an objective while under the effect of Cover.
